Pre-HLB IS LAUNCHED TO FIGHT AGAINST HLB IN EUROPE

Summary (in english):

The aim of the project, funded by the Horizon2020 Framework Programme and launched on July 2019, is to prevent the entry of Huanglongbing disease (HLB) into Europe and, if it occurs, to investigate the necessary mechanisms for its effective control in the short, medium and long term.

HLB is currently considered the biggest threat to worldwide citriculture and experience from other countries demonstrates that the best way to fight it is by avoiding its arrival or limiting its dispersal at very early stages.

HLB is associated to bacteria of the genus Candidatus Liberibacter, and transmitted by the insects Trioza erytreae and Diaphorina citri. Trioza erytreae has been detected in Madeira, in the Canary Islands and in the Iberian Peninsula. Although the bacteria associated to HLB have not yet been detected in the European Union, the risk of entry is high, due to the enormous circulation of goods and people, as well as the illegal imports of plant material from citrus and ornamental citrus relatives.

The first measures proposed in the Pre-HLB project are informative, to raise awareness of the existence of HLB and its aggressiveness, as well as to train citrus growers in the identification of symptoms. To that end, different actions and training courses will be implemented along the project.

Besides, a web related to the project has been started, in which practical information related to disease (symptoms recognition, economic consequences in affected regions, detection in the EU, etc.) and vectors (recognition, symptoms, dispersal, etc.) will be updated.

Recommendation:

Check regularly Pre-HLB web page (https://www.prehlb.eu/ ) to be updated about HLB status and regulation in EU, and to find the latest research results to fight against the disease.

WHAT IS HUANGLONGBING? A BIT OF HISTORY

Summary (in english):

Huanglongbing (HLB), literally yellow leaf disease in a Chinese dialect, refers to a bacterial citrus disease whose most characteristic symptom is diffuse and asymmetrical mottling of the leaves, easily confused with symptoms of nutritional deficiencies.

It is native to Southeast Asia / India, where the first references to this disease go back to the end of the 19th century.

In Africa, where it was known as greening due to the reversion in the color of mature fruits from affected trees, HLB was first reported in South Africa in 1929.

On the American continent it was first described in Sao Paulo state (Brazil) in 2004 and in Florida (USA) in 2005.

Now HLB is expanding to new areas and countries in these continents… Today HLB is considered the most devastating citrus disease due to

(i) its rapid dispersal, (ii) the aggressiveness of its symptoms, (iii) the high losses in production and fruit quality it causes, (iv) the cost and difficulty of preventing new infections and (v) the absence of durable control mechanisms.

It should also be emphasized that this disease, for which no resistant citrus genotype has yet been found, affects all citrus varieties (commercial or not), as well as several citrus relatives, some of them used as rootstocks (Poncirus trifoliata and its hybrids with citrus) and others with relevance as ornamentals.

Recommendation:

Be aware that HLB is the most devastating citrus disease, causing huge losses in all affected countries.

Title (in english):

HLB-ASSOCIATED BACTERIA AND THEIR DISTRIBUTION

Summary (in english):

HLB is associated to gram-negative α-proteobacteria of the genus Candidatus Liberibacter (CLs), basically to asiaticus and africanus species, named in reference to the continent in where they were first detected.

Their host range is extremely wide, including all commercial Citrus varieties (mandarins, oranges, lemons, etc.), the genus Poncirus and their hybrids, used as rootstocks, and other plants of related genera used as ornamentals.

The two CLs differ in their thermosensitivity and multiplication rates, presenting optimal infective capacity at different temperature ranges. CL asiaticus (CLas) multiplies efficiently from 10 to over 40 ºC, and CL africanus (CLaf) from 10 to 32 ºC.

The CLs also differ in the severity of induced symptoms in diverse hosts, being CLas the most aggressive to commercial citrus, likely due to the much higher titers it reaches in these hosts.

In the last 15 years CLas has expanded to almost all citrus regions worldwide, including Asian countries and having reached Iran and the Arabian Peninsula, most of the American continent and part of East Africa. CLaf is currently restricted to Africa and the Arabian Peninsula…

Currently, HLB affects all major citrus regions in the world, except Australia/New Zealand and the Mediterranean basin. None of the CLs has been detected in the EU yet. Their worldwide distribution in early 2020 is summarized in the attached map (https://www.prehlb.eu/wp-content/uploads/2020/06/HLB_mapa.png).

Recommendation:

Be aware that climate from EU citrus regions is suitable for survival and multiplication of all HLB causing bacteria.

©Fundecitrus

Title (in english):

HLB SYMPTOMPS

Summary (in english):

HLB-associated bacteria (CLs) are limited to the phloem (conductive tissue through which sap circulates), where callose deposition is induced as a defense mechanism of the plant. This affects the functionality of the phloem, plugging off the flow of photoassimilates and causing the accumulation of starch in the chloroplasts of infected cells. Starch over-accumulation causes the breakdown of chloroplasts membranous systems, where chlorophylls locate, leading to mottling of infected leaves, the first characteristic symptom of HLB infection.

The first yellow leaves are usually located at the top of the tree, which evolve into yellow or pale green branches. The root system is damaged by invading CLs, hampering the tree to absorb water and nutrients. The number of affected branches raises until affecting the entire plant, which gradually defoliates and dries up. Premature fruit drop is induced and consequently, fruit production is much reduced. Finally, the tree dies in 5-10 years.

In general, younger trees are the more affected and symptoms develop faster. Fruits of the infected trees are small, asymmetric, with necrotic vascular bundles and aborted seeds. A characteristic symptom in the fruit is the inversion of coloration during maturation (the greening begins in the peduncular area). The affected mature fruits have an acid and bitter flavor, which makes them unmarketable. Representative photographs of typical HLB symptoms are available at https://www.prehlb.eu/wp-content/uploads/2020/07/PA4-scaled.jpg.

Recommendation:

Asymmetric mottling of infected leaves is the first characteristic symptom of HLB infection. Learn to distinguish this symptom from those derived from nutritional deficiencies.

A) Leaf with mottling, typical symptom of HLB. B and C) More advanced state of HLB infection, in which complete yellowed branches are already visible. D and E) Fruits affected by HLB in which deformation, seeds abortion and inversion of degreening are observed. ©Fundecitrus

1) El moteado se presenta como un amarilleo difuso y asimétrico, distribuido irregularmente a ambos lados del nervio central de la hoja;

2) Engrosamiento y aclaramiento de los nervios;

3) Los árboles afectados por HLB aparecen distribuidos de forma aislada dentro del huerto;

©Fundecitrus

HLB SYMPTOMS RECOGNITION

Summary (in english):

The symptoms of HLB infection in leaves, which are the first to be detected, can be easily confused with those caused by some nutritional deficiencies (photographs available at https://www.prehlb.eu/wp-content/uploads/2020/07/PA5.jpg). However, some characteristics of HLB infection that can help to unequivocal identification are detailed:

1) Mottling appears as an asymmetric diffuse yellowing, unevenly distributed on both sides of the leaf’s midvein;

2) Thickening and clearing of veins;

3) Trees affected by HLB appear distributed isolated within the orchard;

4) First affected leaves use to appear at the upper tree canopy.

Chlorosis resulting from nutritional deficiencies (Mg, P, Fe, N, Mn, Zn) appear as symmetrical discolorations and usually the veins remain green.

In addition, the affected plants have a regular distribution pattern of symptoms and a more general incidence within the orchard. The fruits of trees affected by HLB are misshapen, small in size, and thicker in peel. Its degreening begins in the peduncular zone. In green fruits, HLB symptoms can be detected early removing the peduncle. Affected fruits show a bright orange stained area, that remains pale green in healthy fruits. Internally, aborted and darker colored seeds are also found. Juice content is reduced and it is more acidic and bitter than that from healthy fruits.

Recommendation:

Learn to distinguish HLB symptoms. In case of doubts please contact phytosanitary authorities.

Characteristics symptoms of HLB infection (A, B) use to appear at the upper tree canopy (A).

Title (in english):

HLB TRANSMISSION

Summary (in english):

HLB associated bacteria (CLs: CLas, CLaf) are transmitted from infected material by grafting and insect vectors. Healthy plants would be infected by grafting infected budwood. HLB infected plants can remain asymptomatic in the field for many months, despite being multiplying the CLs, and once symptoms appear they can be mistaken with nutritional deficiencies. Thus it is essential to avoid illegal variety imports, that is the main way to HLB introduction in new countries and to work always with certified healthy material.

Once introduced in a citrus area, the main dispersal agents for CLs, are the vectors Trioza erytreae and Diaphorina citri, both able to transmit CLas and CLaf. Adult and nymph insects acquire bacteria by feeding on the phloem of young shoots from infected plants, then adults move to healthy plants and inoculate the CLs by feeding usually onto young shoots, becoming infected. If an infected plant exists in a given territory, as soon as vectors appear, HLB spread is practically unstoppable.

Thus, even in CLs-free areas it is essential to limit the dispersion of vectors in order to reduce the impact of the disease in case infected plant materials appear in the future.

Recommendations:

Avoid illegal variety imports and work always with healthy certified material to eliminate possible sources of CLs as well as vector dispersal. Try to limit T. erytreae and D. citri spread in regions where any of them is already present.

Title (in english):

HLB TRANSMISSION VECTORS

Summary (in english):

Psyllid insects Diaphorina citri and Trioza erytreae are vectors of HLB-associated bacteria (CLs). Despite both vectors have been listed as quarantine pests in the EU for years, T. erytreae entered Canary Islands, Madeira and the northwest of the Iberian Peninsula. New restrictions have been recently established (http://data.europa.eu/eli/reg_impl/2019/2072/oj) to prevent further invasions, mainly by limiting movement of plant material from infested regions.

Adult insects are winged, have short antennae, move by jumping rather than flying, and feed with their heads down and their backs up. Females lay eggs that hatch and, in a few weeks during the warm weather, mature into adults.

Nymphs (immature larval individuals) lack wings, are flattened and less active than adults, remaining on the same leaf until they mature. Then, if during their growing period they feed on HLB-infected plants, nymphs would acquire high amount of CLs that would be efficiently transmitted to new plants when becoming able to fly.

As adults remain less time feeding on each plant, their chance of getting infected is lower, still not negligible from an epidemiologic point of view as they can also spread HLB to neighboring plantings. So control of all insects stages is essential to stop HLB spreading.

In regions where CLs are present, the best way available today to fight vectors is based on aggressive chemical treatments, thought new alternative strategies are under development. Where CLs are yet not present, other cultural, chemical and biological alternatives may be tested and implemented to control vectors population.

Recommendation:

Avoid entrance and establishment of HLB-vectors is the best way to prevent HLB spread. Respect quarantine restrictions.

HUMAN-MEDIATED VECTOR MOVEMENT CAN SPREAD HLB ASSOCIATED BACTERIA

Summary (in english):

Diaphorina citri and Trioza erytreae vector HLB associated bacteria (CLs). They acquire CLs when feeding on infected plants and, once ingested, bacteria are able to multiplicate inside them.

Different works have shown that CLs multiply and invade many organs of the insects, such as salivary glands, hemolymph, filter chamber midgut, fat and muscle tissues and ovaries, indicating propagation of the bacterium through different tissues.

Bacterial multiplication is higher in immature (nymphs) than in adult insects, so the most infective vectors are those fed on infected plants when they were nymphs. In any case, infected insects are the main responsible vectors for HLB spread. Insects use to locate on green parts of the plant, so when transporting fruit from infested to insect-free areas they must be free of twigs and leaves to prevent their transit from infested to insect-free regions. Vectors can also survive on fruits for days, so they have to be inspected to avoid insects transport.

Cautions should be taken when moving freshly harvested fruits from orchards to packinghouses or to markets.

Recommendation:

Avoid twigs and leaf remains when transporting fruit from infested to vector -free areas. Insects can also be transported on freshly harvested fruits: be aware of their presence.

CITRUS AND RELATIVES AS HOSTS OF HLB-ASSOCIATED BACTERIA AND THEIR TRANSMISSION VECTORS

Summary (in english):

HLB-associated bacteria (CLs) and their transmission vectors (Diaphorina citri and Trioza erytreae) have a wide host range covering most Aurantioideae subfamily. This includes all commercial Citrus species (oranges, mandarins, limes, lemons, grapefruits, etc.) and the Poncirus relative and its hybrids with citrus, such as citranges, citrumelos and citrandarins, relevant from an agronomic point of view because they are widely used as rootstocks.

There are citrus cultivars which are more sensitive to the disease than others. For example damages induced by HLB in Eureka lemon and in Tahiti limes are not so severe as those incited on oranges, grapefruits and mandarin trees, mainly during the first years post-infection.

Similarly, D. citri prefers sweet oranges than Poncirus types to complete its life cycle, while studies on T. erytreae point out lemons as favorite citrus hosts. Plants from Fortunella genus (kumquats) as well as their hybrids (for example calamondins), used mainly for ornamental purposes in the EU can also host CLs and vectors. Their importance should not be underestimated, as its cultivation in gardens and backyards can act as reservoirs for bacteria and/or insects, which serve as source for new inoculations in close commercial citrus orchards.

For this reason, HLB control is based on removal of infected trees and treatments to reduce vectors population in both, commercial orchards and public and private gardens. So far, there is no citrus cultivar resistant to CLs and their associated vectors.

Recommendation:

Control transmission vectors in commercial orchards and gardens using recommended and authorized treatments.

Many Aurantioideae plants able to host HLB-associated bacteria (CLas, CLaf) and their vectors are widely spread as ornamentals outside the EU. For example, citrus relatives from Clymenia, Feroniella, Microcitrus, Atalantia, Limonia and Citropsis genera can host CLas and Diaphorina citri, while Swinglea, Murraya and Bergera are transient hosts showing low or null bacterial titers and generally a lack of symptoms.

However, species from these last two genera are excellent hosts for D. citri. From a quarantine point of view, all these citrus relatives are and should remain as genotypes able to bring the vector and/or the HLB-associated bacteria to the EU. CLaf and Trioza erytreae host ranges are much wider than those of D. citri and CLas.

Within the Rutaceae family, T. erytreae has been found besides Aurantioideae in hosts from the Rutoideae and Toddalioideae subfamilies. As many plant species from these subfamilies grow naturally in the Mediterranean wild, it should be studied whether any of them may be host and serve as reservoir for T. erytreae.

Recommendation:

It is illegal in the EU to introduce Rutaceae plant material recognized as host for the insect vectors and/or HLB-associated bacteria. Be aware of possible alternative hosts for T. erytreae in wild Rutaceae plants growing in the Mediterranean areas where the insect is already present. Complete list of quarantine plant material is available in Annex VII of Directive 2000/29/EC.

THE AFRICAN CITRUS PSYLLID, TRIOZA ERYTREAE: BRIEF DESCRIPTION

Summary (in english):

Trioza erytreae (Del Guercio) (Hemiptera, Psylloidea: Triozidae), commonly known as the African citrus psyllid, is one of the more than 50 species from the Trioza genus.

The only three Trioza species that infest citrus are considered per se minor pests, affecting fruit production only when their populations are extremely high. Among them, T. erytreae has special relevance because it is able to transmit Huanglongbing (HLB) associated bacteria. These bacteria can be acquired by both nymphs (immature developmental stages) and adults when they feed on infected plants, but only adults can spread the pathogen efficiently. T. erytreae is thought to be indigenous to the Ethiopian region, from where it has spread to almost all the African continent (https://www.prehlb.eu/wp-content/uploads/2020/07/2020-PSYLLIDS-MAP-1.png).

In Europe it has been detected in Madeira (1994), Canary Islands (2002) and in the Iberian Peninsula (northwestern Spain and Portugal, 2014).

In some locations, as Yemen or Kenya, it co-exists with Diaphorina citri. In these regions, T. erytreae usually lives in colder areas while D. citri occupies warmer zones.

T. erytreae prefers to feed on citrus plants, mainly lemon and lime, but can also thrive in many other Rutaceae species. It has high dispersal ability, and is very well adapted to high humidity and cold temperatures.

It has several generations per year, completes its life cycle in average in about 30 to 40 days, depending on environmental conditions (min- max 22 to 62 days).

Despite all this, T. erytreae has less invasive capacity than D. citri, probably due to its low tolerance to low relative humidity and high temperatures (over 32 ºC), especially at the nymphal stages.

TRIOZA ERYTRAE MORPHOLOGY

Summary (in english):

Trioza genus includes small insects (1.80-2.22 length x 0.47-0.54 width mm at adult stage) hard to distinguish.  The easiest characteristic to notice is the ellipsoidal appearance of their wings, which taper at the back. Within the T. erytreae family there are 10 subspecies, difficult to differentiate, but which do not share host plants.

Therefore, when we locate a Trioza insect in a citrus or another Rutaceae plant, we can be sure that it is one of the HLB transmission vectors, because it is the only one that feeds in this family. Some T. erytreae characteristics are detailed below and photographed on https://www.prehlb.eu/wp-content/uploads/2020/07/PA12.jpg to help its differentiation from other citrus pests.

(1) Eggs: orange, cylindrical, with a sharp point anteriorly; laid on margins of young leaves.

(2) Nymphs: almost sedentary, although they can move around when disturbed. They are dorso-ventrally compressed and varying in colour from yellow, olive-green to dark grey; have a marginal fringe of white, waxy filaments; settle on the underside of young leaves, where, after a few days of feeding, they produce distinctive cup-shaped, open galls.

(3) Adults: winged, pale green initially, later becoming light brown. They resemble aphids, but have the ability to jump and move fast. Males are smaller than females and have a blunt tip to the abdomen, the latter ending in a sharp point in females. When feeding, adults raise the abdomen at an angle of about 35° to the feeding surface.

Recommendation:

If you locate a Trioza insect on a citrus plant you can be sure that it is T. erytreae, an HLB transmission vector. They produce characteristic open galls in affected leaves. Alert phytosanitary authorities if it has not been reported previously in your area.

DESCRIPTION OF SYMPTOMS OF PLANTS INFESTED WITH TRIOZA ERYTREAE

Summary (in english):

The symptoms induced by the African citrus psyllid, T. erytreae are highly characteristic and can help to detect the pest in citrus trees, so it is convenient to check the young leaves (preferred by this insect) in order to determine its possible presence.

The adult females deposit in tender shoots the eggs, which present orange coloration. Few days after the emergence of nymphs (immature larval stage), typical galls are formed in the lower side of leaves.

The feeding activity of each nymph promotes the formation of a typical nest identified by a globular distortion on the upper side of the leaf corresponding to a concave hollow on the lower side, where the nymph inhabits until its development is completed.

Until this moment, on the lower side of the leaf the bodies of the nymphs are surrounded by white waxy filaments, which number increases during their development. Bold or other fungi may develop on this waxy stuff. The gall remains empty in the lower side of the leaf after the adults emerge and move out. When there is a heavy infestation of T. erytreae, the galls produce a typical distortion and rolling of leaves that can be easily identified. Sometimes leaf chlorosis can also be observed following the distortion and rolling up of leaves.

Citrus leaves remain in the tree after heavy infestations of T. erytreae as opposed to what is observed after heavy infestations of the Asian citrus psyllid, Diaphorina citri. Photographs showing typical symptoms of T. erytreae infestation are available at https://www.prehlb.eu/wp-content/uploads/2020/07/PA13.jpg.

Recommendation:

Look for galls formed by nymphs in leaves that are characteristic of T. erytreae infestation. Alert phytosanitary authorities if the vector has not been reported previously in your área.

THE ASIAN CITRUS PSYLLID, DIAPHORINA CITRI: BRIEF DESCRIPTION

Summary (in english):

Diaphorina citri Kuwayama (Hemiptera, Psylloidea: Psyllideae), commonly known as the Asian citrus psyllid, is one of the 67 insect species from Diaphorina genus. Seven of these species are able to infest citrus, but all them are considered non-relevant pests. D. citri stands out because it is able to transmit Huanglongbing (HLB) associated bacteria.

D. citri is native to Asia, and its first scientific description dates back to 1908. In the last century it has spread to almost all Asian and American citrus producing areas (https://www.prehlb.eu/wp-content/uploads/2020/07/2020-PSYLLIDS-MAP-1.png).

The vector has been already detected in some regions of central Africa and it is relatively close to Europe. Its presence was reported in Saudi Arabia and Iran years ago, from where it can reach Turkey and then the rest of Europe. This is a realistic situation as it has already happen with Trioza erytreae, despite both vectors are listed as quarantine pests in the EU. In some locations it co-exists with T. erytreae. D. citri feed on many Rutaceae plants, including all commercial citrus and relatives.

Optimum conditions for D. citri development are between 25 and 28 ºC, but it is extremely tolerant to climate changes. Its survival after a night at -5 ºC has been reported in Florida. D. citri total life cycle takes 15-47 days, depending on environmental conditions. It has several generations per year, and considering that each female may lay about 800 eggs along its lifespan, the invasive ability of this psyllid can be classified as extremely high. For the same reason it is very difficult to control.

Recommendation:

D. citri has not been detected in EU, but it is very close. Be aware to detect its introduction and presence in citrus trees as soon as it happens.

DIAPHORINA CITRI MORPHOLOGY

Summary (in english):

Diaphorina genus comprises different insect species with common characteristics, such as presenting antennas much shorter than the head and wider anterior wings with a dark-mottled pattern, among others.

Adults are found in both mature leaves and young shoots, although they predominate in the latter. While feeding, they are positioned at an angle of 45º in relation to the leaf on which they are feeding. D. citri is distinguished from the other Diaphorina species that can be found in Rutaceae plants by the pattern of spots in their forewings: they have a dark band along the outer edge and a white area in the center with irregular spots.

Females always lay eggs in tender shoots, young leaves and their armpits. These are ovals smaller than 0.5 mm long and opaque yellow in color, turning to orange as they mature. They take 2-4 days to hatch, then the nymphs (immature developmental stages) appear. These are flattened, small and yellow-orange, without spots, with a pair of red eyes and black antennae. Initially they move slowly to select a feeding point, and once they start, they secrete a large amount of white honeydew.

The young adult has a whitish body, which turns brown as he ages. Females are larger (3 x 1 mm) than males (2.5 x 0.8 mm). Photographs of D. citri typical features are available at https://www.prehlb.eu/wp-content/uploads/2020/07/PA15.jpg.

Recommendation:

D. citri has not been detected in EU yet but it is close. If you observe it alert immediately phytosanitary authorities. The best way to stop HLB spread is to avoid that of its vectors.

Title (in english):

DESCRIPTION OF SYMPTOMS OF PLANTS INFESTED WITH DIAPHORINA CITRI

Summary (in english):

Diaphorina citri is considered a minor citrus pest since only when its population is extremely high, the plant suffers damage. Feeding by these insects cause leaves to be curled and notched in their laterals, and in case of massive infestation new flushes can be severely injured or even killed. Similarly, high nymphal (immature developmental stage) feeding activity sometimes may kill developing terminals or induce massive leaf abscission. Besides, it is recommendable to check citrus trees for D. citri presence as it is one of the vectors of HLB-associated bacteria.

D. citri eggs can be located in leaf folds, petioles, axillary buds, upper and lower surfaces of young leaves, and tender stems. They are very tiny (less than 0.5 mm) and difficult to observe without a hand lens.

Nymphs are also small (0.3-2 mm), but they are easier to observe as they tend to aggregate. They are flat and tend to wrap around their feeding location. However, they use to excrete huge amounts of white honeydew, that sometimes turns black because of fungus colonization, that otherwise can help to locate nymphs.

D. citri individuals to observe are those at the adult stage, which are the largest (2-3 mm). They can be found at almost any green part of the tree, but they prefer the tender tissues, on which they feed and oviposit. When feeding, they sit at a 45º angle to the feeding surface. A good tip to distinguish Diaphorina individuals from other insects that can be found in citrus is that adults tend to jump when approached.

Recommendation:

Best way to identify D. citri adults is by its jumping activity when approached. White honeydew is characteristic of nymphs infestation

MAIN DIFFERENCES BETWEEN ASIAN (DIAPHORINA CITRI) AND AFRICAN (TRIOZA ERYTREAE) CITRUS PSYLLIDS

Summary (in english):

The Asian and African citrus psyllids are vectors of the bacteria (Candidatus Liberibacters, CLs) associated to Huanglongbing (HLB). Both insects are small, winged, and when feeding they present the abdomen tilted upwards. They have great reproductive capacity and the ability to move long distances aided by wind streams. This implies that a low number of insects can reach a high population in less than a month under optimal weather conditions, and that they are able of dispersing the CLs kilometers away from their point of origin.

Both insects transmit HLB associated bacteria, but from an epidemiological point of view, due to its greater ability to adapt to more diverse climates, D. citri is a much more dangerous vector. It is therefore important to be able to differentiate which vectors are found in each region in order to predict HLB spread (in the event that CLs enter the EU) as well as the most appropriate control methods.

Although currently only T. erytreae has been detected in the Mediterranean basin, it is necessary to ensure that the vectors that are detected do not correspond to the Asian species.

At the nymph level (immature stages of development) both species are clearly distinguished by the two spots that those of D. citri present in the abdomen. In addition, nymphs of T. erytreae are isolated in characteristic galls on the reverse side of young leaves, while those of D. citri appear grouped in young shoots and never produce galls.

Adults are also clearly distinguishable because T. erytreae has transparent wings, in contrast to the spotted wings of D. citri.

Recommendation:

Learn to identify and distinguish HLB-vectors and report their presence to phytosanitary authorities.

HUANGLONGBING (HLB) CONTROL

Summary (in english):

HLB is caused by Asian and African bacterial species of the Candidatus Liberibacter genus (CLs), which are transmitted by two vectors: Diaphorina citri and Trioza erytreae.

In the last decade, billions of dollars have been invested searching for a solution to limit the symptoms and the spread of the disease. The use of nutritional cocktails, potential resistance inducers, phytohormones or thermotherapy to alleviate symptoms as well as the use of various antibiotics to kill bacteria have been shown to be ineffective in controlling the more aggressive HLB (CL asiaticus transmitted by D. citri).

Currently, the best system to control HLB is based on three combined actions: (i) inspection of trees and removal of any infected symptomatic individuals, (ii) replant with healthy plant material coming from certified nurseries and (iii) aggressive and numerous treatments with chemical insecticides to limit the dispersion of the vectors and therefore the spread of the disease.

The African CL are much less aggressive than the Asian one, due to its higher sensitivity to high temperature (higher than 32 ºC) and then its lower titer and poor distribution in the tissues of infected trees.

In all cases, the best control mechanism for HLB is to prevent its arrival through severe quarantine measures and numerous inspections. Vectors eradication plans are essential to avoid rapid disease spread in the eventual case any of the HLB-associated bacterium reaches the Mediterranean citrus area.

Recommendation:

Eradication of vectors and bacteria at a very early stage is the best way to avoid HLB spread.

Title (in english):

HLB ECONOMIC IMPACT

Summary (in english):

HLB economic impact is devastating mainly due to:

(i) the drop in production and quality due to either the infection of the trees, or to their destruction to eliminate the bacterium source,

(ii) the higher cost of chemical treatments to control vectors populations.

In South Africa, where the main pathogen and vector (CLaf and T. erytreae, respectively) are sensitive to high temperatures, HLB economical incidence remains at acceptable levels because vector populations are not so high, and thus it is efficiently controlled with insecticides.

In the regions affected by CLas and D. citri the HLB consequences are worse. For example, in Asia more than 100 million infected trees have been eliminated. In São Paulo (Brazil) more than 56 million trees have been removed in the last 15 years. In Florida (USA), where the infected trees are not removed, is where the greatest impact has been registered: 10 years after the first detection of CLas, 90 % of the citrus area presented a 100 % of infected trees and a drop of more than 60 % in production. Along that decade, losses on total output, total value added and labor income reduced Florida´s economy by US $3.9 billions.

In the case of the Mediterranean basin, the arrival of HLB could be even more dramatic because small plantings of less than 1 Ha. predominate and the spread of the disease would be more difficult to control. The entry of CLas in the EU would lead to a huge reduction in production and fruit quality, and thus multimillionaire losses (to be estimated along pre-HLB). Recommendation:

Be aware. HLB can destroy your business, your job and those of many others.

VECTOR AND HLB-FREE NURSERIES, THEIR IMPORTANCE IN PREVENTION OF HLB SPREAD

Summary (in english):

The rapid elimination of infected plants and their replacement by healthy certified ones is one of the basic actions to control HLB. If this procedure is not followed, HLB associated bacteria are quickly spread from the infected trees by Diaphorina citri and Trioza erytreae. Considering both the need for unambiguously healthy plants for replanting, and the vectors’ predilection to feed on young plants versus adult trees, it is essential to protect citrus nurseries from HLB and its vectors.

Moreover, young plants are much more susceptible to severe damage from infestation by these insects and from infection by associated bacteria, which may compromise their growth and production. For example, it has been reported that in the absence of insecticidal treatments, T. erytreae can cause the death of up to 90 % of the plantlets in a nursery. The best way to prevent infestation of nursery plantlets is by cultivating them on greenhouses covered with a screen or plastic that prevents the entry of HLB vectors. This would also prevent HLB infection in regions where vectors may be infected.

This measure was implemented by law in Sao Paulo (Brazil), so that the production of millions of plants was saved, in opposite to what happened in Florida (USA) where nurseries remained uncovered during years after HLB was first detected, causing huge losses despite plantlets were being periodically treated with insecticides. Mesh diameter of the screens is legislated by each region or country. For example, in California and Portugal a maximum of 0.3 mm2 mesh is mandatory while in Sao Paulo is 0.87 x 0.30 mm mesh.

Recommendation:

In nurseries, cultivating in screenhouses or greenhouses can prevent vector infestation as well as HLB spread.

REGULATORY FRAMEWORK OF PLANT HEALTH

Summary (in english):

HLB, a devastating citrus disease, is present in the 5 main citrus countries (China, Brazil, USA, India and Mexico) where it causes a huge economic impact. Spain, the sixth largest citrus producer in the world, is seriously threatened.

The regulatory framework that establishes the protection measures against plant pests, REGULATION (EU) 2016/2031, introduces a new, more proactive approach to prevent the introduction and spread of pests on the EU territory and allow their detection and rapid eradication in case of outbreaks. It introduces the concept of priority pests, which are Union quarantine pests that can have a serious impact on the EU economy, environment and society. These pests will be subject to stricter measures on surveying, action plans for their eradication, contingency plans and simulation exercises. Candidatus Liberibacter spp., the causal agent of Huanglongbing (HLB) is considered a priority pest, and is subject to protective measures against its introduction and spread: intensification of annual surveillance, preparation of contingency plans, simulation exercises, or adoption of an action plan in the event of an outbreak.

Recommendation:

The different agents of the agricultural sector must know the priority pests and be alert to any suspicion in order to prevent the threat they pose to our crops.

This disease, once it infects a tree of any variety of cultivated citrus trees, it has no cure.

Cultivated citrus trees, in addition to commercial purposes, can be found in gardens for ornamental purposes.

It has happened on numerous occasions that a pest or disease has been transmitted through these species in gardens, public and private, so this possibility should be taken into account.

Therefore, while research results are achieved that solve this problem, in the form of cure, tolerance, resistance, etc …, it is of the utmost importance to avoid the transmission of the disease, a transmission that can be produced by vector insects, tools infected or infected plant material.

To this end, public administrations and representative entities of the citrus sector must undertake dissemination and communication campaigns in all citrus regions of the planet among citrus growers, nurserymen, garden centers and the general public to avoid the transmission of the disease in extent possible.

AVOID TRANSMISSION OF HLB

Summary (in english):

In order to avoid the transmission of the HLB disease from infected citrus to healthy ones, the following aspects will be taken into account in the dissemination and awareness campaigns carried out by public administrations and representative entities of the citrus sector

– Transmission by vector insects: These are the psyllids Trioza eritreae and Diaphorina citri, therefore, in areas free of these insects, vigilance will be taken to detect any of them in order to prevent their spread in a specific area, or in areas where If any of them are present, cultural practices will be carried out to reduce their population to a minimum.

– Transmission by infected tools: In areas with the presence of the HLB disease and especially by pruning, pruning (or harvesting) tools will be disinfected if possible, each time a tree is finished and moved on to the next.

– Transmission by plant material: Both within areas affected by HLB and not affected, the use of plant material that is not duly certified by the corresponding Administration as being free from pests and diseases must be strictly prohibited and prosecuted.

To this end, the Administrations will influence the appropriate and necessary outreach and awareness campaigns so that all citrus growers in each citrus region know and understand the importance of acting responsibly.

CANDIDATUS LIBERIBACTER

CANDIDATUS LIBERIBACTER

Summary (in english):

Candidatus Liberibacter asiaticus, Candidatus Liberibacter africanus and Candidatus Liberibacter americanus are a type of HLB-associated filamentous bacteria in citrus. Knowledge of Candidatus Liberibater is very low, compared to other bactera that cause diseases in crops. This is due to the inability to grow these bacteria in a culture medium. In recent years, cultures have been achieved, but always accompanied by other bacteria, never isolated.

There is a bacterium of the same species that has been cultivated in the laboratory in isolation, such as Candidatus Liberibacter crescens, being used in the laboratory as a substitute for the Candidatus Liberibacter species that have not been cultured.

Bacteria associated to HLB in citrus suppress defensive responses of trees. The plant responds by reprogramming the expression of certain genes. Their distribution in the plants is not uniform and its early detection is very difficult.

Recommendation:

Candidatus Libertibacter is associated to the most important disease for citrus. We must know that Europe meets the climatic characteristics for this bacterium to infect citrus trees, so we must be alert to any indication of infection of either trees or psyllids.

CLASSIC BIOLOGICAL CONTROL TRIOZA ERYTREAE – STUDY PHASE

Summary (in english):

There are mainly two vectors of HLB: Trioza erytreae and Diaphorina citri.

The distribution of D. citri practically coincides with the distribution of HLB, the vector appearing first and, after a few years, the HLB associated bacterium. Regarding the distribution of Trioza erytreae, this is much smaller, centralized mainly in Africa and since 2002 in the Canary Islands to reach the Iberian Peninsula in 2014. It can cause damage to citrus on its own, although the damage is usually not as agressive as that caused by the HLB associated bacterium.

Currently, work is being done on classical biological control using specific parasitoid insects of D. citri and T. erytreae. Specifically, the parasitoid Tamarixia radiata is being used to control D. citri in Sao Paulo and  Tamarixia dryi is being used to control T. erytreae on Reunion Island. In spring 2018, an experimental release was made in the Canary Islands, specifically in the island of Tenerife, and T. erytreae could quickly be observed with symptoms of being parasitized. The results were promising as T. dryi has been able to regulate the populations of T. erytreae, being very difficult to find specimens in citrus plantings.

Furhter releases of T. dryii have been performed in Galicia and Portugal. In Galicia specimens of T. dryi were released in three experimental plots in autumn 2019 and these releases have been reinforced in spring 2020. It must be taken into account that citrus fruits in Galicia are merely testimonial, being used only in gardens, even so, It seems that it has adapted very well, reaching levels of over 70% parasitism.

Recommendation:

For the control of HLB vectors as well as of many other agricultural pests, biological control is important.

CLEANING PRUNING TOOLS

Summary (in english):

Cleaning pruning tools is essential in good agricultural practices since the risks of attack by any phytopathogen in pruning wounds are important.

When cutting a branch of any tree, internal tissues of the tree are exposed and, although resins, gums, etc. that are generated protect the tree, it should be noted that it is not an immediate protection. In addition, in branches from about 15 centimeters in diameter, the internal part of the wood is made up of dead cells that, therefore, do not generate these defense mechanisms.

With all this, it is key to remember the importance of cleaning all pruning material, since if these are used in diseased trees, they may be a source of inoculum when pruning another and through cleaning practices this risk can be eliminated.

Before starting the pruning work, it is necessary to verify that there are no organic remains from other pruning in the tool, removing them if they exist and then cleaning the area of the tool that comes into contact with the tree with an alcohol solution, bleach or a specific product. Products that may be corrosive will be avoided.

Once the pruning has started, before starting a new tree, it is recommended to clean the tools again. In this way, we will avoid that these tools, in the event that there is a diseased tree, serve as an inoculum for the rest of the plantation.

Once the pruning is finished, and before proceeding to store the pruning tools, it is also necessary to clean them as described.

Recommendation:

Cleaning pruning tools is essential to prevent the spread of diseases.

BACTERIA INFECTION PROCESS

Summary (in english):

Huanglongbing or HLB is a bacterial disease caused by Candidatus Liberibacter spp. and transmitted by Diaphorina citri and Trioza erytreae.

These vector insects feed on the phloem and can host the bacteria in the event that the tree is infected by HLB and after an incubation period, it can multiply in the insect’s hemolymph and, from this moment, when it feeds on a healthy plant can inoculate the bacteria, infecting it.

Initially, the population of the bacteria is very low, but progressively this number increases until finally the tree expresses the symptoms, since it must be taken into account that it will affect all the parts of the plant where the phloem is found, including the roots.

From the first moment of infection, these initial leaves will become an inoculum of the disease, which will progressively advance through the rest of the plant through the phloem, with the first symptoms appearing on the branches. In addition, with the arrival of bacteria to the roots, the tree weakens, since their ability to acquire water and nutrients is reduced.

Once the infection occurs in a plant, depending on the species, the disease progresses more or less rapidly, progressively collapsing the phloem, and the plan finally dies.

Recommendation:

It is important to know how the disease progresses in the plant to be able to take the necessary measures to reduce the damage as soon as possible; taking into account that, today, the disease has no cure.

Comic book Huanglongbing, the citrus disease (©Cécile Morillon, 2019).

Summary (in english):

Huanglongbing disease (HLB) is currently the most serious threat to world citrus production and may soon affect the Mediterranean, while the European public is not aware of it. Through exchanges between a young boy and his mother and two professors, this comic book introduces you to this disease caused by bacteria that develop in the phloem, causing the death of the tree in just a few years. The bacteria are carried by psyllids (phloem-feeding insects), but also by humans themselves, through exchanges of plant material. Current methods of HLB control are expensive and generally harmful to the environment. Scientists are therefore trying to find more sustainable solutions. They are testing polyploid varieties (with more than 2 copies of their genome), which seem to be more tolerant to the disease than conventional diploid varieties, thanks to mechanisms that have still to be partly elucidated. The new varieties created by scientists, combined with cultivation practices that keep the trees in good physiological conditions, give hope that citrus can continue to be produced in abundance. These research activities are conducted in the frame of several UE-founded projects, like Cavlabio (https://cavalbio.cirad.fr/), TropicSafe (http://www.tropicsafe.eu/), PreHLB (https://www.prehlb.eu/) and Life Vida for Citrus (http://www.lifevidaforcitrus.eu/).

This cartoon will alert (future) citrus growers to the threat posed by this disease to their production, and will introduce them to the right control methods and plant material to adopt in order to fight it, or to continue to produce in a more sustainable way, despite the presence of this disease.

Researchers from the Pre-HLB project participate in the scientific opinion by the European Food Safety Authority (EFSA) on Diaphorina citri, vector of HLB disease of citrus

Summary (in english):

Plant pests are often introduced to areas previously unaffected through plant imports. In European Union (EU), protective measures against the introduction of new plant pests are based on regulatory controls on the movement of plants and plant products as established by EU Plant Health Law (Regulation EU 2016/2031).

The evaluation of the of plant pests being introduced and then spreading in an area and the assessment of the potential consequences help inform the decision making on protective measures. The Panel on Plant Health of the European Food Safety Authority (EFSA) provides independent scientific advice on the risk posed by plant pests which can cause harm to plants, plant products or biodiversity in the EU. The Panel reviews and assesses those risks with regard to the safety and security of the food chain. One of the key tasks of the EFSA Plant Health Panel is to conduct risk assessments using a wide-range of specialist expertise and the most current scientific knowledge available in order to provide scientific advice to the European Commission. EU-funded research projects like Pre-HLB play a pivotal role in providing reliable up to date scientific information for those risk assessments. Recently, the EFSA Panel on Plant Health performed a pest categorisation of Diaphorina citri (Hemiptera: Liviidae) (Asian citrus psyllid) for the EU (https://efsa.onlinelibrary.wiley.com/doi/10.2903/j.efsa.2021.6357).

Two researchers of the Pre-HLB project participated in this assessment, assuring the transfer and availability of the outcomes of the project as well as fostering interactions with risk assessors.

Title (in english):

EFSA assess for D. citri to be regarded as a potential European Union quarantine pest

Summary (in english):

Diaphorina citri is a vector of the Huanglongbing (HLB). Commission Implementing Regulation (EU) 2019/2072 (Annex IIA) regulates D. citri, as a quarantine pest not known to occur in the EU territory.

The pest categorization by EFSA (https://efsa.onlinelibrary.wiley.com/doi/10.2903/j.efsa.2021.6357) indicated that fruits and plants are the main potential pathways for entry of D. citri into the EU. These pathways are being quantitatively analyzed in the frame of the Pre-HLB project, with the aim of establishing the most favourable areas and trade pathways for the entry of HLB and psyllids vectors in the EU. Hence, the official surveillance systems could be reinforced in these places. In relation to this, EFSA has also published upon request by the European Commission a pest survey card for HLB and its vectors. The aim of this survey card is to assist the Member States in planning annual survey activities for these quarantine organisms of citrus. This pest survey card includes the data on pest distribution, host range, biology, risk factors and detection methods.

Pre-HLB is strongly working in all these aspects and so the survey card can be periodically updated with the most recent scientific information. The pest categorization of EFSA highlights the multiplication potential of D. citri, completing 9–10 generations/year. This scientific opinion considers that the climate and availability of host plants in EU citrus-growing areas provide conditions to support establishment of D. citri.

The pest categorization by EFSA concludes that the introduction of D. citri would have an economic impact in the EU through mainly indirect effects due to potential transmission of HLB.

HOST PLANT PREFERENCE OF THE AFRICAN CITRUS PSYLLID ON LEMON AND SOUR ORANGE PLANTS

Summary (in english):

Trioza erytreae, the African citrus psyllid, is a natural vector of Candidatus Liberibacter spp., the bacteria associated to the citrus greening disease or Huanglongbing (HLB). The spread of the vector throughout the Iberian Peninsula has been continuous since its introduction in mainland Spain in 2014.

The patterns of host plant preference of an insect for a given plant largely depend on olfactory and visual cues as well as on its feeding behavior. Understanding these patterns is crucial to prevent further dispersion and develop management measures against the pest/vector. We conducted a series of experiments on the host plant preference of T. erytreae for lemon and sour orange plants, the most common citrus types found in city gardens and streets in the Iberian Peninsula. We found out that lemon plants are the most preferred host plants for feeding. There is a clear preference of T. erytreae for volatiles emitted by lemon. Thus, lemon plants are much more attractive to T. erytreae than sour orange plants. We also found that T. erytreae has some difficulties in accepting sour orange as a sustained feeding source.

Recommendation:

The African citrus psyllid prefers to settle and feed much better on lemon than on sour orange plants. Thus, all management tactics and strategies against T. erytreae should focus on gardens, private backyards, and orchards where lemon plants are predominant.

MONITOREO DE LOS NIVELES POBLACIONALES DE PSILA-AFRICAN-DOS-CITRUS, Tryoza erytreae Del Guercio

MONITORING THE POPULATION LEVEL OF THE AFRICAN CITRUS PSYLLID, Tryoza erytreae Del Guercio

Summary (in english):

The African citrus psyllid is a key pest of citrus not only because of the damage it causes but also because it is the natural vector of Candidatus Liberibacter (CLs) bacteria associated with Huanglongbing (HLB). Thus, monitoring the populations of the psyllid in citrus orchards is of utmost importance. For monitoring purposes, yellow chromotropic sticky traps are recommended.

These traps consist of a standard yellow plastic rectangle 25 cm long by 20 cm wide with glue on both faces, with a hole on both upper corners. Each hole is used to attach the trap to a tree branch using a wire. The trap is hung at the operator´s height, about 1.5 m from the ground. Weekly, the individuals captured in the trap are recorded and the flight curve of the insect is drawn. This type of trap is easy to use and presents some advantages, e.g. the loss of color is minimal and they are little affected by the weather.

The information collected must be accompanied by visual inspection of the existence of flushing, an essential factor for the existence of eggs, and the subsequent observation of eggs and nymphs in the young leaves.

Recommendation:

place three yellow chromotropic sticky traps for each homogeneous orchard, two of them located near the borders and the third one in the center of the orchard. Count the number of individuals of T. erytreae on a weekly basis. Whenever you detect adults and the plant presents susceptible organs (i.e. small shoots), you must proceed to protect the orchard against the African citrus psyllid attack.

Resistance to HLB-associated bacterium in Oceanian Citrus relatives

Summary (in english):

We have discovered recently that seven Eremocitrus and Microcitrus accessions from the Australian and Papua/New Guinea regions (Microcitrus warburgiana, M. papuana, M. australis, a Microcitrus sp. x Eremocitrus glauca hybrid, E. glauca, an eremorange (E. glauca x Citrus X sinensis), and an E. glauca x Microcitrus sp. hybrid) showed complete resistance to Candidatus Liberibacter asiaticus (CLas). A CLas inoculation method was used consisting on the propagation of the accessions to be tested onto a CLas-susceptible Citrus rootstock and subsequently infect both, the scion and the rootstock with the bacteria by grafting.

Infecting the rootstock ensured a continuous bacterial flow up to the scion and allowed ensuring positive infection, avoiding classification of non-infected plants as HLB-resistant. The full-resistant Microcitrus and Eremocitrus genotypes as well as their hybrids are graft-compatible with commercial Citrus, allowing their use as rootstocks or interstocks to alleviate HLB damages.

Moreover, they can be crossed sexually with commercial Citrus, opening the chance to attempt breeding programs to develop HLB-resistant cultivars.

Furthermore, this uncovers the possibility of identifying the specific genes involved in the resistance trait, which may be useful for direct modification of elite Citrus cultivars using biotechnology approaches.

Title (in english):

Poncirus trifoliata is so susceptible to Candidatus Liberibacter asiaticus as sweet orange because bacterial titers are comparable in both bacterial hosts

Summary (in english):

Diaphorina citri, the Asian citrus psyllid, prefers sweet oranges than Poncirus trifoliata types to complete its life cycle, and certain P. trifoliata types are considered partially resistant to D. citri. However, when different P. trifoliata types (such as Pomeroy, Rubidoux, Barnes and Benecke) were challenge-inoculated with Candidatus Liberibacter asiaticus by grafting, bacterial multiplication reached similar concentrations in the four Poncirus accessions than those found in sweet orange cultivars, just between six and twelve months after inoculation.

Poncirus trifoliata types and its hybrids with citrus, such as citranges, citrumelos and citrandarins, are relevant from an agronomic point of view because they are widely used as rootstocks in citriculture. Although they seem to be less sensitive to the disease than sweet oranges when used as scions in field experiments, P. trifoliata and its hybrids are fully susceptible to CLas, meaning that bacterial titers are as high in their infected cells than those incited in sweet orange ones within the first years post-infection and later on.

Therefore, the eventual infection of a Citrus scion by HLB in an orchard, either by grafting or by psyllids inoculation, would lead to the bacterial infection of rootstock if P. trifoliata or their hybrids with Citrus are used as such.

Recommendation:

Poncirus trifoliata and its hybrids with Citrus are not resistant to CLas. Moreover, they can be a source of CLas inoculum when grafted with commercial Citrus in such a way that both rootstock and scion would be fully susceptible to CLas infection.

What is Pre-HLB app?

Summary (in english):

HLB is the most serious disease for the citriculture worldwide due to its complexity, destructiveness and difficulty of management. PreHLB app is a mobile phone application that provides the user with a comprehensive dossier on what the disease is, how it is transmitted, which are their symptoms and those of the associated vectors are and how to identify them. Additionally, the app has been designed to facilitate the early detection of both the vectors that transmit the bacteria associated to HLB (Diaphorina citri and Trioza erytreae) and the characteristic symptoms of the disease, which are basically blotchy mottle yellowing of the leaves that can easily be confused with those symptoms caused by nutritional deficiencies. This early detection tool is very easy to handle and intuitive, and allows users to send photographs of the insect or the tree they want to check as possibly affected. The photographs sent via the app are compared with those present in a large image bank, so that at the end of the comparative analysis the app presents a positive or negative result depending on whether or not the vector or symptoms of the disease are detected, with the result offering a high level of confidence in both cases. In the case of a positive result, the image can be sent to the competent plant health authority in the region, so that they can evaluate and take proper control measures. The app also offers a quick guide on how to take the photographs so that they are of the highest quality and thus avoid a possible false positive that would hinder the early detection of HLB as well as Diaphorina citri and Trioza erytreae.

How to send an image using the PreHLB app?

Summary (in english):

With the PreHLB app, we can carry out early detection of both the HLB disease and each of the vectors transmitting the bacteria associated with it. To perform this analysis we need to install the application on a mobile phone with an Android or iOS operating system. Inside the application, by clicking on the ‘camera’ icon (located in the top left corner) you can take photographs that will be added to the app’s image gallery. At the bottom of the gallery, there is an icon that allows you to send the photos for analysis. After a few moments, the application will return the result of each of the images sent, identifying whether it is a HLB vector (in the adult stage, nymphs or eggs) or disease symptoms, as well as the level of confidence of the analysis. After this analysis, if the result is positive, the image could be sent to the corresponding plant health service for verification by an expert. On the other hand, the application has a section in its menu called “guide” which very briefly indicates how to take the photographs, avoiding blurred or backlit images, for example.

Title (in english):

Disease transmission in small and large farms – discontinuity of plots

Summary (in english):

Knowledge gained from insect-mediated spread of the bacteria on the African, American and Asian continents indicates that infections occur when infected vectors reach the citrus plantings. Based on the flight ability of D. citri and T. erytreae, it is estimated that infection can occur from sources several km away. Both insects reduce their movement as soon as they encounter a citrus planting, resulting in a higher infection rate in trees located at the edges (first 100-200m) of plots than in the interior of large plantations. Mediterranean citrus cultivation is very varied, with a wide range of varieties and plots with very different surface areas. However, it should be noted that, in general, there is a high degree of smallholding which, from the point of view of HLB spread, is totally inconvenient, as the small size of the plots facilitates infection (the whole plot could be considered as a border). Under these growing conditions, characterised by small and discontinuous plots (neighbouring plots of another owner or citrus crop) it is essential to establish regional management areas, which encompass all the citrus plots in a large number of hectares, so that they are managed together as if they were one very large farm. In this way, coordinated management can be carried out, synchronising treatments aimed at controlling the spread of the insect vectors in such a way as to minimise and greatly limit the risk of HLB infection.

CARE OF CITRUS ON PRIVATE PLOTS

Summary (in english):

The presence of citrus in private home gardens can cause major problems if proper care is not taken during cultivation. Many pests develop on specimen plants in private gardens and not enough attention is paid to them when an outbreak of a quarantine pest appears. These plants function as a reservoir for these pests and can be a primary focus of pest dispersal for commercial plantations. It is the owner’s obligation to maintain their plants in good phytosanitary condition to defend their own and third-party plantings against pests. Therefore, careful observation of citrus plants in those private gardens is necessary for protection against unwanted pests in commercial orchards.  In the case of HLB, citrus owners need to be able to identify the presence of both the transmitting psyllids (Diaphorina citri and Trioza erytreae) and the symptoms of bacterial infection.

The presence of citrus trees in municipal parks and gardens can cause significant problems if proper care is not taken during their cultivation. There are legal obligations, according to the law LEY 43/2002, DE SANIDAD VEGETAL, which establish that it is up to the owners of the farms or other surfaces with vegetation cover to maintain their crops, plantations and harvests, as well as the forest masses and the natural environment, in good phytosanitary status to defend their own and third-party productions against pest control. Likewise, they are responsible for applying the mandatory phytosanitary measures established as a result of the declaration of the existence of a pest. Therefore, the municipalities, as competent authorities in matters of the urban environment, in particular, public parks and gardens, must carry out the rational application of a combination of biological, cultural, physical, legal and, ultimately, chemical methods, whose purpose is the protection of citrus against unwanted pests.
Recommendation: Municipalities must preserve those natural environments in which their competence falls, in such a way as to guarantee the good phytosanitary status of their specimens and, in particular, the cultivation of citrus and citrus relatives for ornamental use. Only in this way will it be possible to prevent the entry of quarantine pests into the country, the consequences of which would be devastating for the citrus sector.

INTEGRATED PEST MANAGEMENT

Summary (in english):

Integrated pest management is a control strategy that consists on the rational application of a combination of biological, biotechnological, chemical, cultivation or plant selection measures, so that the use of phytosanitary products is limited to the minimum necessary. These control measures are intended to maintain the population levels of phytophagous pests below their economic damage thresholds. Knowing the admissible pest threshold, we will be able to take the appropriate control measures when the phytophagous population is approaching it. Once the intervention thresholds have been exceeded, it will be necessary to implement other control measures that are effective from an economic, environmental and health point of view. Given that currently is still necessary to carry out chemical treatments to prevent damage from pests that are poorly controlled naturally, authorized pesticides must be selected for, besides being highly effective against the pests, having a good ecotoxicological profile and not disturbing the natural control of the rest of phytophagous.
Recommendation: Currently, integrated pest management is the preferred control strategy for most crops, because of its efficiency, as well as for social, economic and environmental reasons. The key to successful citrus pest control is keeping phytophagous insects below economic damage thresholds

Using kaolin particle films to disrupt landing, settlement, and modify the feeding of Trioza erytreae on lemon plants

Summary (in english):

Limiting the spread of HLB vectors is mandatory to prevent the disease. Citrus plants are susceptible to the attack of Trioza erytreae while flushing. During this period, kaolin, a white mineral clay, was proved to be efficient in reducing the host finding ability of other psyllid species. Dual-choice laboratory assays and open field mark-release-recapture experiments conducted in northwestern Portugal showed that spraying kaolin (2%) twice on lemon plants significantly reduced the landing and settlement of T. erytreae. Most psyllids avoided to settle on kaolin-treated plants (after 72h, 76.25% of the insects were found settled on the control plants). A series of feeding assays demonstrated that T. erytreae showed significantly less number and shorter duration of phloem-related probing events on kaolin-treated lemon plants than on the untreated ones. Moreover, kaolin increased the time that psyllids remained in xylem ingestion, suggesting that insects may need rehydration when exposed to kaolin-treated plants.

Recommendation: spraying white kaolin commercial formulation during flushing is a suitable and efficient tool to avoid colonization of citrus plants by T. erytreae. This procedure could be included in integrated pest management programs or organic production to limit the population of T. erytreae and subsequently prevent the spread of HLB.

Long-range dispersal of the African citrus psyllid, Trioza erytreae (del Guercio), and key monitoring areas for the Iberian Peninsula

Summary (in english):

Trioza erytreae was accidentally introduced in 2014 into the Iberian Peninsula. The psyllid was able to spread continuously toward southern coastal regions of Portugal and northern coastal regions of the Cantabric sea in Spain. Trioza erytreae is associated with plants of the Rutaceae family and shows a high preference for Citrus limon. Studying and predicting potential spatiotemporal dynamics of citrus psyllids as a proxy for HLB risk could help management and early detection of the disease. The presence of the psyllid has been recently detected in the northern Spanish provinces of Asturias, Cantabria, and the Basque Country in lemon and orange trees. A spatially explicit-based model for the Iberian Peninsula was developed using the host (Citrus) climatic suitability, physical barriers, long dispersal events, and long term simulated spread to predict the potential dispersion range of T. erytreae. The model suggests that the pest could reach production areas in Valencia spreading through the coastal Mediterranean region and the Balearic Islands due to potential long-distance dispersal events.

Recommendation: regular monitoring in citrus production areas, ornamental plants in gardens, and private backyards throughout the Ebro river valley, Huelva (Spain), and the Balearic Islands.

Local dispersal patterns of the African citrus psyllid, Trioza erytreae (del Guercio), in northwestern Portugal

Summary (in english):

Understanding the within-crop spread pattern of T. erytreae is mandatory to develop and implement efficient measures to slow down its spread to neighboring orchards. In this work, the dispersal ability and spatial patterns of T. erytreae was assessed in selected citrus orchards in northwestern Portugal. An open area in Fragoso (Braga district) without plants (bare soil) was selected to conduct a release-recapture assay in 2021. Standard chromotropic yellow sticky traps were installed in the orchard central area following a cross design at different distances up to 24 m. The psyllids were released and the number of trapped ones recorded. After 72 h, 77.5% of the recaptured individuals were recorded 6 m away from the release point which suggest the high attractive effect of the traps. A second orchard in Ribela (Braga district) was selected to study the spontaneous spread throughout a grid of lemon plants. The origin of the psyllids consisted of a row of infested orange trees adjacent to the lemon orchard. Each lemon plant was monitored for four weeks for nymphs and eggs. On the last monitoring date, the intensity of the attack was recorded (number of sprouts with symptoms per plant). A border colonization effect was found and the number of infested plants per row increased up to 33.5 times during the sampling period. The attack intensity gradually decreased from the closest plants to the source of infestation to those farthest away.

Recommendation: When colonizing a new orchard, the external rows (border of the plot) are firstly occupied and the psyllid gradually spreads toward the central area. Monitoring for symptomatic plants in psyllid free orchards should focus on the border lines of the field.

INFLUENCIA DE LA HUMEDAD EN EL DESARROLLO Y SUPERVIVENCIA DE Trioza erytreae

Humidity requirements and limiting thresholds for Trioza erytreae development

Summary (in english):

Trioza erytreae, the African citrus psyllid, is one of the natural vectors of the bacteria associated to citrus greening disease or Huanglongbing (HLB). The spread of the vector throughout the Iberian Peninsula has been continuous since its introduction in mainland Spain in 2014. Its life cycle depends on environmental conditions being relative humidity (RH) one of the limiting factors for its establishment and spread. Understanding what are the maximum and minimum RH values that limit their development and survival is crucial to assess the regions where the pest will spread and establish in coming years throughout the Iberian Peninsula and Europe.
We conducted a series of laboratory experiments on lemon plants at a constant temperature of 25ºC and different RH (40, 70 and 90% RH) to find out the influence of this factor in the mortality, development and reproduction of T. erytreae. Our results show that relative humidity is crucial for the development and survival of T. erytreae. Nymphs were unable to reach the adult stage at 90 and 40% RH. Also, fecundity was significantly reduced at 90 and 40% RH and fertility was lowest at 40% RH. Nymphal mortality was highest at 40% RH of, which was the most detrimental humidity among all tested for the survival and development of T. erytreae.
Recommendation:
The African citrus psyllid prefers to develop at relative humidity (RH) around 70% being not well adapted to dry regions (RH equal or below 40%). Thus, T. erytreae establishment and spread will be maximum in regions with a temperate and humid climate, being rare in regions where dry weather conditions predominate

Además, los huevos no pudieron eclosionar a temperaturas superiores a 33ºC ni inferiores a 8ºC.

Recomendación:
T. erytreae prefiere desarrollarse a temperaturas suaves (23-25ºC).

The African citrus psyllid has reached the Algarve, Portugal’s main citrus-growing region.

Summary (in english):

The African citrus psyllid has been present in mainland Portugal since 2014, but until now had only been located in regions where citrus production is negligible. In late September 2021 the African citrus psyllid was identified in the municipality of Aljezur, in the parishes of Rogil and Odeceixe, by technicians from the Algarve Regional Directorate of Agriculture and Fisheries. The team from the University of the Algarve, a partner in the Pre-HLB project, began a rigorous survey of the insect in the municipality of Aljezur and neighbouring municipalities. It has thus verified, and communicated to the national phytosanitary authority, that the African citrus psyllid is already present on the Alentejan coast, and also in the municipality of Vila do Bispo, in the Algarve region. In the municipalities of Lagos and Monchique, no symptoms of African citrus psyllus have been found. In the municipality of Odemira, the insect has only been identified in the coastal parishes. Although the Algarve is the main citrus-growing area in Portugal, in the municipalities located in the far west (Aljezur, Vila do Bispo, Lagos and Monchique) the presence of citrus is relatively small. Thus, although it is already spread over almost all the western coast of the Iberian Peninsula, including the western coast of the Algarve, the African citrus psyllid has not yet reached the municipalities with the highest concentration of citrus orchards.

CITRUS SURVEILLANCE PLAN

Summary (in english):

To guarantee the absence of quarantine pests and prevent the presence of regulated non-quarantine pests in citrus, it is necessary to establish a Specific Citrus Surveillance Plan in the main producing areas, as well as in critical and/or strategic points. The plan must include the frequent inspection of selected citrus plots, as well as strategic control points (ports, airports, etc.) that allow pest monitoring through different types of specific and adhesive traps that cover all quarantine pests. Inspection in warehouses where fruit from third countries that pose a risk of entry of quarantine pests into our country is handled is another control strategy.
This surveillance plan complements the control that is carried out at the border control posts (BCPs) or in the places designated by a Member State for carrying out official controls on citrus fruits imported from third countries, so that the possibility of detecting any outbreak of a quarantine pest in the country of destination is enhanced.
The obligatory nature of the registration of professional operators who import and transport plants and plant products in the territory of the European Union makes it possible to control these agents by the phytosanitary authorities.
Recommendation: The territory of the European Union should be preserved from the introduction and expansion of citrus quarantine pests due to the economic significance of the damage that organisms classified as pests could cause.

PROBLEMS IN ABANDONED PLOTS

Summary (in english):

The abandonment of agricultural plots is a serious problem for the protection of other crops that are in production and in a well-controlled phytosanitary state. It is understood that a plot is abandoned when it is underutilized agricultural land, in the process of degradation, without conservation agriculture, without maintenance of an adequate vegetation cover and without other corrective measures that inhibit the invasion of weeds, pests or diseases. In addition, it supposes the deterioration of the infrastructures without agricultural activity and therefore, without economic benefit. It is necessary to define when a land is considered abandoned and to establish the consequences thereof. In the event of an outbreak of a quarantine pest, the measures to be taken in the affected parcels entail an economic cost for both the administration, the owners and the neighbor farmers. For their part, individuals are obliged to maintain their plantings in good phytosanitary conditions to defend their own productions and those of others, considering neglecting phytosanitary care of crops, forest masses and the natural environment as a minor infraction, in accordance with state regulations. Likewise, natural or legal persons are obliged to collaborate with official services to execute the measures adopted in each case.
Recommendation: The maintenance of agricultural plots in good phytosanitary conditions can save our citriculture.

Huanglongbing (HLB) represents a serious threat to the citrus industry and to the Mediterranean agriculture in general. This bacterial disease, caused by Candidatus Liberibacter spp. aggravates the current situation of citrus farming, which is currently struggled with meagre margins and could therefore led to the disappearance of the European citrus sector as we know it.
HLB affects the trees, weakening them and reducing the quality of the fruit. Characteristic symptoms include yellowing leaves, weak shoots and small, bitter fruit, resulting in lower prices and reduced consumer demand, leading to reduced income for growers. In addition, the control of HLB requires the removal of infected trees, which implies an additional investment for replanting, as well as the time needed for the new trees to come into full production and to recover the initial investment.
The spread of HLB also affects job stability. The decrease in production directly affects agricultural workers, generating less demand for labour and possible layoffs. This contributes to social and economic precariousness in rural communities.
In conclusion, HLB adds to the losses in the citrus sector and aggravates the economic situation. Reduced fruit quality and yields, removal of infected trees and their impact on job stability are some of the factors contributing to this problem.
Recommendation: It is essential that growers, researchers and authorities work together to combat HLB and minimise the impact it can have on citrus farming.

Diaphorina citri , the main vector of HLB has arrived to the Mediterranean and moving fast to citrus growing regions of Israel

Summary (in english):

The Asian citrus psyllid (ACP), Diaphorina citri was detected for the first time in June 2021 close to Netanya, just up north of TelAviv. This first infested area covered about 75 ha of commercial orange trees and was eradicated by the Israel Plant Protection and Inspection Services (PPIS) by October, 2022. Psyllids were eradicated by application of insecticides and continuous monitoring of infested trees. However, at the same time, new outbreaks of ACP were detected in the northeastern part of the country that covered a much larger area, about 50-60 km away of the initial focus. ACP was present in several residential areas, in the Jordan and Hulla valleys south, east and north of the Tiberiades lake very close to the Sirian and Lebanon border. This new outbreak was initially extended over a very large area covering more than 1,700 ha, but several new foci have been detected in spring and summer of 2023 at the northeastern part of the country, mainly affecting residential areas. Genetic studies using Multi-Locus Sequence Typing (MLST) analysis suggest that the initial 2021 focus is probably the same as the focus detected in late 2022. By the end of June, 2023, the pest was present in at least 160 villages mainly on Murraya paniculata plants which is one of the preferred hosts of the ACP. Repetitive insecticide applications using imidacloprid, acetamiprid, imidacloprid, sulfoxaflor, pyriproxyfen, dimetoate and mineral oils are being sprayed to limit ACP populations.
The PPIS has established a border zone from the east of Haifa to the Jordan border to try to limit the spread of ACP and protect the major citrus-growing regions of Israel. Intense monitoring by visual inspection and sticky yellow traps combined with applications of insecticides with different modes of action are being applied in the infested areas to reduce ACP population. However, the present situation suggests that eradication of the pest in Israel is no longer possible according to the PPIS authorities. Plans for importation and release of Tamarixia radiata as a biocontrol agent are being made. All insects and plants analyzed so far were negative to Candidatus Liberibacter asiaticus (CLas).

Recommendation: Given that ACP is already present in a large extension of Israel it will be difficult to avoid its spread to other neighboring countries in the Mediterranean. Thus, there is a need to adopt and intensify all preventive measures in citrus production countries to reduce the risk of introduction of this new pest. Inspection and fluent communication between farmers, farm practitioners, citrus grower associations, and Plant Health authorities will be critical for early detection of new outbreaks of ACP.

Seasonal and daily patterns in the flight activity of Trioza erytreae (Del Guercio), vector of huanglongbing (HLB)

Summary (in english):

The psyllid Trioza erytreae (del Guercio, 1918) (Hemiptera: Triozidae) is one of the vectors of Candidatus Liberibacter spp., the causal agent of huanglongbing (HLB) the main citrus disease worldwide. Understanding the flight behaviour of the vector T. erytreae is essential for devising effective control measures aimed at mitigating the spread of HLB. We investigated how the flight behaviour of T. erytreae is influenced by factors such as sex, season, and time of day, by using a flight mill device under controlled laboratory conditions. Flight mills are useful to assess the flight potential under the most favourable conditions but in the absence of wind. They are also valuable tools to assess how plant pathogens may affect the dispersal ability of insect vectors. In fact, a similar flight mill apparatus than the one we used in our study was tested to show that Ca. Liberibacter-infected Diaphorina citri, the other psyllid vector species of HLB,  were able to disperse more than non-infected psyllids.  Our results showed that T. erytreae can fly an average distance of 16 m at a mean speed of 6 meters per minute, with a maximum distance of 395 m in a single flight. Females displayed a higher flight capacity than males and they were more active fliers in the afternoon than in the other times of the day.

It is important to highlight that the flight activity and ability to fly long distance of T. erytreae is lower than that of D. citri, the other psyllid vector species of HLB, that can fly over 2,000 m in a single fly. Therefore, D. citri would have a higher dispersal ability of HLB than T. erytreae under the same environmental conditions. Our research also demonstrates that these insects can have some nocturnal flights, which challenges previous assumptions and provides valuable insights into their behaviour, emphasizing the need for comprehensive vector control strategies that account for nocturnal activity. Additionally, the findings remark the importance of females in population dispersion and the potential transmission of the HLB-causing agent. The impact of season and daily patterns on flight performance further underscores the complexity of vector behaviour and its implications for disease management. While our study reveals some limitations of flight mill experiments, it highlights the need for further research to understand these insects’ behaviour under natural field conditions comprehensively.

Recommendation: We showed that T. erytreae can fly about 400 m in a single flight, which shows that has the ability to move long distances even in the absence of wind. Thus, infected T. erytreae would be able to spread HLB rather fast in case it is introduced in Europe. If D. citri is introduced in Spain the risk of HLB spread would be even higher because its dispersal ability is four times larger than that of T. erytreae.

Host plant preference of T. erytreae for Citrus spp. and ornamental plants

Summary (in english):

Since the first detection of Trioza erytreae in the European mainland on the Iberian Peninsula in 2014, different control programs and the Spanish National Contingency Plan established under community legislation include screening for genetic resistance. Trioza erytreae is associated with plants of the Rutaceae family and shows a high preference for Citrus limon. However, commercial citrus commercial cultivars that are commonly grown in Spain and other Mediterranean countries were never screened against T. erytreae. A series of multiple free-choice host plant preference experiments were conducted in greenhouse facilities at Areeiro Experimantal Station (Pontevedra, Spain) using 13 commercial citrus species. Citrus spp. genotypes were exposed to 14 T. erytreae adults per plant that were free released in the greenhouse. The number of adults, eggs and nymphs emerged per plant were assessed at different time intervals (1, 3, 5, 7 and 15 days). Citrus hystrix (Kaffir lime) and Microcitrus australasica (Australian finger lime) were the least preferred among all the Citrus varieties tested, and Citrus sinensis (cv. Valencia delta) and C. clementina (cv. Clemenules) were the most susceptible to T. erytreae. Very few adults and eggs were found in Choisya ternata (Rutaceae) which should be considered as a poor host for T. erytreae.

A similar free-choice experiment was conducted using ornamental plants commonly used in Galicia and other ornamental plants that could potentially host T. erytreae. The species tested were: Hedera canariensis, Bergera koenigii, Ficus benjamina, Ruta graveolens. Choisya ternata, Buxus sempervirens, as well as the following citrus ornamentals: Citrus medica, Microcitrus australis, Microcitrus warburgiana and Citrus hystrix (kaffir lime) (susceptible control). Non-host ornamental species for T. erytreae were: Ruta graveolens, Hedera helix, Hedera canariensis, Buxus sempervirens, Ficus benjamina, Ficus repens, and Laurus nobilis.

Recommendation: Given that all the Citrus accessions tested are susceptible to T. erytreae, special intensive surveys should be conducted in all orange and lemon trees to detect T. erytreae in regions where it has not been reported. Kaffir lime and Australian finger lime were less preferred, but also susceptible to T. erytreae. Special care should be taken with Bergera koenigii and Citrus junus (Yuzu) among the ornamentals tested which were found to be susceptible to T. erytreae.

Cultural control strategies as part of IPM programs agains Trioza erytreae.

Summary (in english):

Kaolin film technology is not only beneficial to plant growth, but it also protects crops from several pests including psyllids. Recent work shows that kaolin clay and reflective mulch can effectively suppress pear psylla populations and reduce crop damage in the early season and support season-long selective management programs without the use of broad-spectrum insecticides. We found similar results showing that the number of lemon plants on which T. erytreae was found was significantly lower after kaolin application than on untreated plants both in the laboratory and under field conditions. Dual-choice laboratory assays in the laboratory and open field mark-release-recapture experiments conducted in northwestern Portugal showed that spraying kaolin (2%) twice on lemon plants significantly reduced the landing and settlement of Trioza erytreae. Most psyllids avoided to settle on kaolin-treated plants. Furthermore, our work has proved that silver and white plastic mulches were able to significantly reduce the number of T. erytreae settled on young lemon trees in the field. Thus, we can conclude that the use of kaolin together with reflective plastic mulches are efficient tools as part of integrated pest management (IPM) programs or organic production to reduce populations of T. erytreae and subsequently limit the spread of HLB in citrus crops.

Both kaolin application and reflective mulches in combination with biological control tactics could be part of a very effective IPM program against T. erytreae. Inundative releases of T. dryi will limit the number of nymphs, while the proposed kaolin clay applications together with reflective mulches will reduce the number of adults colonizing the trees in the field. Strategies such as the use of UV-absorbing nets or films would be also excellent alternatives to reduce T. erytreae in plants grown in protected environments (eg. nurseries). Finally, we found that specific nanoemulsions of essential oils (farnesol and anethol) can be very effective alternatives against nymphs of T. erytreae.

In the following toolbox we summarize the control tactics for pest management of T. erytreae and their relative efficacy:

CONTROL TACTIC

EFFICACY OF CONTROL ACTION

RELEASE OF TAMARIXIA DRYI on infested areas

90 %

SYSTEMIC INSECTICIDE APPLICATIONS AGAINST NYMPHS AND ADULTS

20 to 40% (every 2 weeks) / 40 to 60% (weekly)

KAOLIN SPRAYS to prevent adult landing and settlement (Surround 2%)

ADULT TREES: 40% (monthly sprays) YOUNG TREES (1– years : 40-50% (bimonthly sprays)

REFLECTING SILVER MULCH to prevent adult landing

30%

ENTOMOPATHOGENIC FUNGI (eg Isaria) against nymphs

80%

Sprays with essential oils and other natural compounds against nymphs

70-90%

Recommendation: Placing reflective plastic mulches before transplanting citrus and spraying white kaolin commercial formulation during flushing is a suitable and efficient tool to avoid colonization of citrus plants by T. erytreae in the field. UV-absorbing nets or films would be also excellent alternatives to reduce T. erytreae in plants grown in protected environments (eg. nurseries). These tools could be included in integrated pest management programs or organic production to limit the population of T. erytreae and subsequently prevent the spread of HLB, especially in lemon orchards.

Outbreak of Diaphorina citri in Europe: the case of Cyprus

Summary (in english):

The first detection of the Asian Citrus Psyllid, Diaphorina citri in Europe was reported in Cyprus in August 2023, in the largest citrus farm of the island located in Limassol district. Citrus production area is approximately 3000 hectares in Cyprus, and the fields are usually 1-2 ha (maximum 4 ha). Total production of citrus fruit is 56,000 tonnes, however there is no trade from Cyprus of citrus plants or other hosts plants of Diaphorina citri to EU or third countries. Additional samplings since the first detection revealed that the pest has spread in other parts of the island, but the true extent of its presence, as well as its rate of spread are not yet known. However, according to the Plant Protection Service of the Ministry of Agriculture in Cyprus, the pest is present in the coastal regions from West to East where most of the citrus production of Cyprus is grown. The pest was notified for the first time on July 25th , 2023 by a professional operator (producer/packer/trader) of citrus fruits and after a plant health inspector visited the orchard, Diaphorina citri was identified. Surveys were extended since then and D. citri was detected in several citrus growing regions such as Ammochostos, Larnaca, Limassol and Paphos districts (southern coastal regions). It is likely that the pest was present in the island before its detection because of its wide distribution in several distant regions. The pest was not found in Nicosia, Pitsilia area nor in the Polis Chrysochou areas and was neither detected in nurseries nor urban areas. All samples of D. citri were also tested for the presence of the bacteria associated to HLB disease and were found negative so far. A series of actions to contain the pest have been taken by the Department of Agriculture in Cyprus. They include the establishment of a demarcated area with a buffer zone of 3 km from the infested field, chemical treatment of infested orchards/nurseries and look also into the possibility of using biological control- introduction of Tamarixia radiata. Furthermore, testing samples of Diaphorina citri for the presence of the bacteria and increase the number of surveys throughout the island as well as establish a public awareness campaign for early detection of the pest is being encouraged.
Recommendations: Strong efforts should be made to contain and reduce the spread of D. citri throughout Cyprus by using all management strategies available (chemical, biological and cultural control).

Biosecurity plan in nurseries

Summary (in english):

In the face of the serious threat posed by the bacterial disease HLB, transmitted through reproductive plant material and insect vectors, it is necessary to ensure farmers that plants and buds are free from diseases. To achieve this, it is essential that mother plants have been tested for quarantine graft-transmissible diseases and are cultivated in a protected environment against insect vectors. The cultivation of plants in complete physical isolation aims to prevent the entry of disease-transmitting vectors in production areas, as recommended by the European and Mediterranean Plant Protection Organization (EPPO). Facilities must have a sturdy structure, resistant to adverse weather conditions, with plastic or mesh covering of 0.3 mm2 square hole size or smaller, a double-door access system, and doors and windows closed or protected with mesh. The facility must be inspected and approved by the relevant authority. It should be ensured that the greenhouse is free of vectors before the start of activity, conduct proper control of weeds and plant residues, and establish a buffer zone around it without host plants or, if necessary, carry out phytosanitary treatments against the vector during active periods.

Recommendation: Professional operators must have suitable facilities that ensure the phytosanitary safety of their citrus crops.
